The Myth of Blurope

Summary#

Benjamin Bratton's opening scenario imagines a Europe that wins its data-privacy fight. Beginning with Italy's sanctions against OpenAI after GPT-4, a populist movement of Right and Left succeeds in keeping European data out of the foundation models at the core of the planetary economy. The continent becomes "Blurope," opaque to systematic observation, and the piece traces how a polity that refuses to be modelled loses the capacity to govern.

The argument#

Bratton's claim is that seeing like a state has become inseparable from being computed. Since governance now runs on the ability to sense and model a society, a society that makes such modelling illegal does not gain autonomy; it sheds function while keeping symbols. The scenario is a reductio of the regulatory posture Bratton has criticised elsewhere: data protection extended to "a continent's right to be forgotten" yields a "low-resolution society," and politics, freed from the responsibilities of seeing, becomes "an autonomous realm of obscure, contested symbolism." Countries that once had ceremonial monarchies end up with ceremonial parliaments.

Section by section#

The piece is a short retrospective written from some decades on. Its world-building proceeds through small, comic failures: the Barcelona–Amsterdam open-source map, the only one permitted on European phones, routes users into canals; smaller cities quietly adopt Chinese navigation models trained on Guangzhou and Shenzhen, so their buses keep turning east; a "sovereign phone" built only from European minerals never ships. Bratton contrasts the outcome with King Canute, who failed to hold back the sea, and notes that the European bodies did succeed. The provocation lies in that success. The closing joke, whether a society that has made it illegal to be heard can be said to exist, is the argument in one line.
