Shemakov's term (Fundable Earth) for the condition in which elected officials owe de facto loyalty to the General Partners of sovereign-private investment funds rather than to voters, because breaching a fund covenant triggers arbitration and capital freezes while breaching a promise triggers only a news cycle. Ministries become "operating subsidiaries" of their Funds; the state becomes a portfolio company. A mechanism for how a hemispheric stack can be built from *law* (Delaware LPs, offtake rights, rating-agency "LPA compliance risk") rather than hardware.
