The Architectures of Intelligence and Garden Empires

Summary#

Chor Pharn Lee, a foresight analyst at Singapore's Centre for Strategic Futures, imagines a world in which intelligence is metered, tokenised, and traded like energy or water, and in which the climate crisis rather than markets drove that arrangement. Seven or eight "intelligence pools" form around existing centres of clean energy, talent, and compute, and each becomes a "garden empire" that tends the planet in its own cultural idiom.

The argument#

Lee's first claim is that metered intelligence ("metis") becomes a standard unit that interfaces with digital currencies and with the digital twins of forests, oceans, and weather, so that pricing nature requires machine assistance. His second claim limits the first. Metis does not abolish physical and cultural disparity; Shanghai still pulls away from Qinghai, and the "gosplan dream" of modelling and allocating an economy stays incomputable because economic knowledge is tacit, like balancing a bicycle. The pun on metis, Greek for practical cunning, carries the point. The third claim is anthropological: with head and hand automated, humans are left the heart, and as "ritual animals" they seek meaning in gardening the world. The same technologies, passed through different cultural lenses, yield different planetary structures.

The piece has two halves. "The Architectures of Intelligence" lays out the pools and the metis economy and its contradictions. "Garden Empires and the Cult of Humans" gives three worked examples. China, whose state Lee traces from Dujiangyan to the Three Gorges Dam, runs "computational cadres" that mint provincial metis tokens pegged to the capacity to seed rain and manage sky rivers; Yunnan tokens trade against Jiangsu tokens, and balance-of-payment crises still need the People's Bank. The Gulf exchanges water for intelligence, greening the Sahel with nuclear desalination. America's coastal "rimlands" run distributed nuclear pods, each issuing tokens to fertilise the oceans with iron dust, and hold to frontier self-governance. Outside the pools lie the "shatterzones" the empires struggle to integrate.
